Must a property owner warn prospective tenants of past criminal activity in the apartment building or surrounding area?

Apartment buildings should warn tenants and people who are going to move in there if the area has been a high crime area. The need to tell people about that, that way people can make an informed decision about whether they even want to live there. If they decide they want to live there even though they’ve been told that it’s a high crime area, then that person has a chance to take steps to take care of their own safety.

If the owner never tells them that it’s a high crime area, then they’ve lost the chance to protect themselves. That’s not fair of them and that’s what’s going to make that property owner accountable for whatever harms done.
