If somebody is killed by a criminal in an apartment building parking lot, yes, the family is going to have rights against that apartment complex and that apartment complex owner. That apartment complex is supposed to provide a place that’s safe for the public to be in common areas like parking lots. Everybody has got a right to go to parking lots that are available to the public and be safe in those areas. It’s the owner’s responsibility to make sure that they’ve taken reasonable steps to make it safe.
If there is a killing in that parking lot, if a criminal chose that parking lot, why do criminal choose that parking lot? Probably because they thought they could get away with it. Yes, you have rights against the apartment complex.
